Natural Roots by Jey Owner Changes Policy in North Carolina
On June 30, 2009, Natural Roots by Jey owner, Jeunesse Hall, made her mark on North Carolina's natural hair industry by revising the Natural Hair Care Licensure/Cosmetic Art Act for the North Carolina General Assembly. Originally entitled Hair Braider Licensure/Cosmetic Art Act, the bill amended the Cosmetic Art Act to provide for licensure of persons engaging in the practice of natural hair braiding. The estimated number of hair braiders affected by the new legislation, according to the 2009 Legislative Report, is between 1,500 and 2,000. This number is much larger when natural hair specialists are included.
