Natural Roots by Jey Owner Changes Policy in North Carolina
On June 30, 2009, Natural Roots by Jey owner, Jeunesse Hall, made her mark on North Carolina's natural hair industry by revising the Natural Hair Care Licensure/Cosmetic Art Act for the North Carolina General Assembly. Originally entitled Hair Braider Licensure/Cosmetic Art Act, the bill amended the Cosmetic Art Act to provide for licensure of persons engaging in the practice of natural hair braiding. The estimated number of hair braiders affected by the new legislation, according to the 2009 Legislative Report, is between 1,500 and 2,000. This number is much larger when natural hair specialists are included.
Hall, MPA candidate and Raleigh natural hair practitioner, revised the original bill, under the direction of Representative Earline Parmon, to reflect accurate terminologies and definitions as they pertain to natural hair care. She felt that it was important to have the terminology inclusive and that service offerings, such as hair braiding, fall under the scope of natural hair care. The revised version of the Natural Hair Care Licensure/Cosmetic Art Act was ratified and signed by Governor Beth Purdue on August 26, 2009 and can be found on the General Assembly of North Carolina's website
The Need for Licensure
According to the 2009 Legislative Publications Study Report on natural hair braiders, consumer protection is needed because of practitioners who are operating without professional accountability and oversight. The report also contends that the public may misinterpret a provider's use of the title "hair braider" or "natural hair specialist" as an indicator that the person is qualified to perform the desired service. Consequently, The North Carolina Board of Cosmetic Art Examiners received numerous complaints from cosmetic artists and the public concerning unlicensed cosmetology practices. The Natural Hair Care Licensure/Cosmetic Art Act requires all persons engaging in the practice of natural hair care and hair braiding to obtain licensure from the North Carolina Board of Cosmetic Art Examiners, who will also develop a natural hair care curriculum. In addition, natural hair and braiding shops will be subject to sanitation inspections.
New Natural Hair Care Licensure Requirements
Section 2. Chapter 88B of the General Statues pertains to how natural hair specialists and hair braiders can qualify for licensing as natural hair specialists. Natural hair practitioners and hair braiders will qualify for licensure by successfully completing 300 hours of natural hair curriculum, passing the state board exam pertinent to natural hair care, and paying required fees.
Hair braiders and natural hair specialists currently practicing will have one year from the effective date, July 1, 2010, to obtain licensure. According to the bill, "any natural hair care specialist who submits proof to the Board that the natural hair care specialist is actively engaged in the practice of a natural hair care specialist on the effective date of this act, passes an examination conducted by the Board, and pays the required fee shall be licensed without having to satisfy the requirements of G.S. 88B-10.1". Further, "All persons who do not make application to the Board within one year of the effective date of this act shall be required to complete all training and examination requirements prescribed by the Board and to otherwise comply with the provisions of Chapter 88B of the General Statutes".
